There is a lot of information out there about potential data centers in Northern Colorado.
We hear your concerns, questions, and statements regarding data centers in our local area — as your local electric cooperative, we want our members to know we hear you. As there is a lot of information out there, we want to answer common questions regarding how a data center may or may not impact your electricity cost and power reliability.
When it comes to new large electric loads, like data centers, your cooperative remains committed to safeguarding our existing members’ access to reliable, affordable electricity now and into the future.
Poudre Valley REA is obligated under Colorado law to serve all electric load in our service territory. At the same time, our responsibility to existing members is clear: reliability and affordability must come first.
At PVREA, growth pays for growth. Any new electric service, must pay for the infrastructure, resources, and system upgrades required to serve them. This includes residential upgrades, business development, and large loads, such as a data center.
Within the bounds of state and federal law, we will continually strive to uphold our growth-pays-for-growth model requiring any new electric load, especially data centers, to cover the full cost of what is needed to serve them.This ensures those costs are not unfairly shifted to existing members.
Our growth-pays-for-growth approach has proven effective in helping PVREA maintain the lowest electric rates in Colorado and among the highest reliability in the country, and we’re committed to keeping it that way as our system grows.

No. PVREA’s approach is that growth pays for growth. If a new load requires system developments or upgrades, that member is responsible for paying those costs, not the existing membership.
No. Your cooperative is committed to be the low-cost power provider you can count on. We provide the lowest electric rates in Colorado and do everything we can to ensure the continued affordability of our product.
Yes. Serving large loads require extensive engineering studies, modeling, and coordination between local partners and regional power generation and transmission suppliers. Through studies and system planning, we identify the infrastructure and resources needed to serve new large loads and ensure those requirements are paid for by the requestor so reliability and affordability for existing members is not compromised.
No. PVREA serves some of the most reliable power in the country. We do everything we can to ensure projects do not compromise power reliability, service quality, or grid integrity.
Through studies and system planning, we identify the capacity that is available for any data center at the amount(s) they request. If they choose to expand or increase their use of electricity in the future, additional studies and system plannings would identify their future energy use requirements to determine if any additional infrastructure and/or resources are required, with those associated costs being paid for by the data center.
We have numerous safeguards and practices in place to protect grid reliability and our entire membership. 24/7/365 load monitoring allows us to supervise energy use and system activity. Automated alarms and alerts notify us if capacity thresholds are approached. If the data center exceeds agreements and/or approaches system capacity thresholds depending on conditions, we would enact mandatory load curtailment measures on the data center well before any larger system impacts. We also monitor and audit energy consumption for accurate billing purposes to ensure the data center pays their fair share, and their costs are not unfairly shifted to other members.
We can only speak about what we can control – electricity. Our role is to safeguard the continued reliability and affordability of our product for our entire cooperative membership while meeting our obligation to serve all loads located within our service territory.
